Reference the 2005 NEC. Regarding foreign systems and Dedicated Electrical Space, does 110.26(F)(1)(b) contradict the last sentence of 110.26(F)(1)(a), especially having to do with "leak protection apparatus"?

No is dose not contradict it. 110.26(F)(1)(b) is telling us that foreign system shall be permitted if we provide protection above the dedicated electrical space.
Protection can not be installed in the dedicated electrical space.

I agree that there is no contradiction, but my reasons are different. Part (a) says you can?t put any foreign piping in the ?dedicated space.? But that term means the space defined by the footprint of the equipment, extending 6 feet above the equipment. Once you are 6 foot 1 inch above the equipment, you are no longer in the ?dedicated space.? Part (b) talks about that area, the area more than 6 feet above the equipment. You can put a pipe there, but only if you put drip-protection.
