Assuming the owner of the transformer is an electric utility, you will have to check with their specifications. The rules in the NESC do not specify a specific distance.

Section 450.27 applies to other oil filled transformers installed outdoors and is very similar to the rule in the NESC. :D

This is most likely a building or fire code or even an insurance issue. Definitly not an NEC issue. Last time I had this type of project the spacing and oil leekage problems were addressed using information from Factory Mutual
