If i have spare cables not feeding any load fed from panelboard feeder breaker then they must terminate in junction box? I cant find correct section in NEC 2017
If they're not energized then a junction box is not necessary.

Connecting conductors to a power source, with nothing connected at the other end is just asking for an accident to happen.
I was always taught that the very last connection made to a circuit is to the power source. You only do that after everything else is connected.

Actually 300.18A requires the conduit run to be complete prior to installation of the conductors. 300.15 requires a box for termination of conductors. I consider this the references to require what the OP is asking.There isn't one as far as I know
