Spare circuit breaker

I had a pool installed and to do so needed power for the pump. The electrician installed a sub panel with two circuit breakers. One powers the circuit running to the pump and the other is labeled spare. The spare breaker has the red wire from the pump's circuit connected where the black hot wire normally would be. My questions are can I use the spare circuit to power another circuit? If so what do I do with the red wire?
