spare pipe in crawl to panel

I was at a job and wires were run to a panel in a 2'' pvc pipe.Should the wires be secured to the panel.Romex connectors? pipe is over 24'' and derating is not the question.Inspector is considering having wires pull out and secured to cabinet by way of connectors.

That use to be standard practice around here but you may want to read art. 312.5(C) very closely
