I have a Leviton pilot light switch, spec grade, rated 15 amps that controls my basement lights (5 X 100 watt lamps, keyless lampholders.) Whenever I shut the basement lights off, I can see a nice big blue arc through the white plastic.
So, I'd say this is a perfectly normal condition when shutting something off under load.
