i just want confirmation on splash pad perimeter bond as i understand 680, the #8 solid needs to encircle the splash pad and be tied to the rebar at 4points of the grid rebar system and all metal items can be tied to the rebar with a rated clamp at each location and #8

In the NEC 2020,

Splash pads have to comply with part 2 and part 5 of NEC art. 680. It is considered both a pool and a fountain by code.

NEC Art. 680.26 is going to be the section you look at for equipotential bonding.

What you described sounds right.
