I have an issue where the homebuilder took it upon himself to run all of the conduit for an outside job. There is one long run of conduit needed but was done at different times. The first part was done before a concrete retainer wall was built. The second part was to meet with the first part but the retainer wall (concrete) was now in place. The GC had his guys run the conduit under the retainer wall and stubbed out into the hole where the first conduit is now placed. The problem is that the conduits at are at two different levels and because of size retrictions of the hole, the two can not be tied together in a junction box. All wire used is THHN/THWN. Since the wire is rated to be outside anyhow, can a splice box just be placed over this mess? Thanks for any help.
