spliced neutrals permitted in a panelboard?

I seem to remember that the 2002 NEC had a provision forbidding neutral conductor splicing in panelboards. Was this dropped in the 2005 edition. If not, would you provide me the section?

There are not, nor ever where any provisions in the NEC prohibiting this practice.
