Splicing #12 and #14

I have a 20 amp circuit can I splice number 14 off of it to feed lights. What I'm asking is can I come off of a receptacle that's being fed by 20 amp circuit with number 14 wire to be a light switch and lights?

I only ask this question because I'm trying to prove a point to my customer who wanted to buy all the material and dictate everything.

No. Not unless you can change the overcurrent device on the entire circuit to 15 amps.

You must protect the conductors in accordance with 240.4
