Splicing 2 Sets to 1

Have 2 sets of 4 #2's being splice to one set of 4 #1/0. I assume this could be done. Essentially, I assume, your combining phase a,b c of each set into one. They are installing large distribution gear.

I'm not exactly sure which splice block would be needed. Any help would be appreciated.

Can you explain more about this because that is an odd combination to be connecting.
 
Not really telling me what they are doing but the note tells you how they expect it to be spliced.

Here again, take a guess which one the foreman will want, see the cost, estimate the job and the foreman will pick the specific connector that they feel will work best and meet the requirements of the note you posted.
 
310.10(H)? We have a problem.

Must be an 11/14 section. I really need a new code book, tho next one will be 2015 VA IRC rather than NEC, unless VA adopts the NEC for residential.

Unless I'm working with outdated info, I'm not seeing how you can parallel sets of #2 Cu here, unless the OP meant 2/0.
