Splicing Fixture wires for Chain supported light

Hello, never don't this before, customer bought a light at Lowes its to short so he wants me to splices the wires. Looked through 402 no mention of splicing found. Went to 410 found 410.56(d) No unnecessary splices. I don't think that fits my situation. It refers back to 110.14. So Since 402 or 410 had no restriction I can splice these with identified splices. Correct.
Then I just have to make sure I use the proper wire in 402.

Sounds like someone cut the wires for a certain height because I have never seen a pendant light with chain to have less wire than chain. Usually there is a great length of wire more than there is chain. Maybe they bought a light that was returned.
I also say that running new wire would be better than splicing.
