I know 312.8 states we can use panel as a raceway as long a there is adequite space. Is there anywhere listed about making splices in the panels. For example pigtailing off a breaker. Thanks

312.8 also states: Conductors shall not fill the wiring space at any cross section to more than 40% of the cross sectional area of the space, and conductors, splices and taps shall not fill the wiring space at any cross section to more than 70% of the cross sectional area of that space.

For what it's worth IMO you could almost never exceed the 75% if you spliced in the panel.
