Split bolt for bonding ground rod conductors to GEC

I'm questioning if I'm able to bond my ground rods conductor which is #4 to my 1/0 GEC conductor with a split bolt connection in an accessible location below the panels through a wall access plate on the interior of a mechanical room for a business. The GEC is ran continuous from the water to the ufer (which is where the wall access is and the rods conductor joins to the GEC) and then outside to the main disconnect neutral bonding block. I haven't seen anything in the code where I can't since it is just a bond connection and not a splice in the GEC.

A bonding jumper is permitted to connect an electrode to the GEC and a split bolt is permitted. With a CEE ground rods are not required.
