Splitting a 600 Amp Service

I and looking at a store that is downsizing and wants to use its current meter for them and another meter for the other customer that will occupy the space that is left after the downsize. So there will be two meters. This is a 600 amp service and one store will be using 217 amps and the other is estimated 200 amps. Attached is the electrical room that the current meter is in. It is a high/low system so you cannot put another meter below it. Where and how can I attach another meter with CT's?

Service conductors are permitted to spliced or tapped in accordance with NEC 230.46. I would have two taps with a meter and a disconnect for each tap.
