Is a Splitvolt switching device a safe and effective device for level 2 in garage EV charging. Does it meet electrical code?

Do you mean the box with two receptacles that plugs into a dryer receptacle and splits it between the dryer and charger? I assume it has an interlock. If so, I can't see a problem. Generally, plug and cord connected devices don't fall under the NEC.

These are not inherently unsafe, but I’ll offer a couple caveats:
1) They are not currently UL listed. The specs state “Certification pending.”
2) They are not idiot-proof. In order to meet the NEC requirement that limits the EVSE load to 80% of the branch circuit rating, it’s up to the user to ensure that the EVSE used with the device be rated at no more than 24A.

Look up ,"Neocharge" on the net to find a similar device that lists a UL file number and claims an actual approval. The NEC involvement is ensuring that the circuit load is no higher than the wire and OCPD rating when two high current devices are supplied by one circuit that cannot handle the sum of the two loads.
The Neocharge unit actually measures the current through each load. I think.
