Maybe NM cable running along the wall?

And if there is living space above I see untaped drywall joints.

I'm seeing a pattern here. Has anyone else noticed that they paint everything white in garages in Iowa ???? with the inclusion of some bright red. :smile:

I went to look at what needed to be fixed. Before I got a price figured up, they told me they didn't need anything fixed. Go figure!
