spray foam in masonry wall

It's not , But it works pretty good.
Silicone works well, too if you don't touch it until it dries.
Then of course grout probably works best.

Doesn't have to be listed. After all, are your nails or screws listed? :) The only requirement is that the box be "secure". In an ICF home, the boxes are often normally fixed in place with spray foam. I've used PL-400 to hold boxes in masonry already.

PL-400 , Yep that'll do it. Hold just about anything together, might even hold fire and water together.
 
Spray foam works really well for installing boxes in mud adobe too, along with a couple of 6" galvanized drywall screws driven at angles.
 
I have used mortar with just a small amount of powdered drywall mud.It will set in 5 minutes while you hold it in place.25% is about all i suggest and dont mix till your inside and ready to use
