Would the fact that I have a sprinkler system (for fire) in a warehouse mean that all electrical panels and equipment in that warehouse have to be NEMA 3R?

No. A sprinkler system installed within an electrical closet/room does not change the classification of the room to a "wet location". The classification of the warehouse is regulated by the materials stored within.
