If you are talking about taking a MBR panel and using it as a sub panel and leaving the main yes,if I remember correctly add a ground bar to seperate the grounds.QO`s and CH panels used like this have to be done this way.

The neutral bar is generally bondable by choice. Depending on the model, it is converted in different ways
