I believe it is as well. Can confirm by removing it and making certain it is long enough to thread into the cabinet.
Possible it goes into the open hole on bottom of the 2nd from right neutral bus, but I think it is open simply because there is no way to land a conductor into that space. If it has hole through the back then it might be more likely to be where the bonding screw goes.
