Square plastic SEU cap?

I am repairing storm damage. I am not changing the SEU.
The service hook and preform were busted, I have replaced them, pulled back drooping wire wtih a come-along, now I want to slip this hood over the top of the SEU and be done.
The point of attachment is under a 3' over hang, very protected from the weather.

Is the "hood" under the 3' overhang also?? If so what purpose does it serve? Drip loops on the conductors is a must with or without the hood, otherwise how is rain going to get in the cable sheath?

I have pondered that same thought. The POCO said they want the busted cover fixed before they would repair their busted pre-form loop.
The homeowner is happy to pay me to replace the cover AND replace the pre-form and set on the new hook.
 
Bottom line if the service head for the service entrance cable is not installed correct, and sealed, water can follow the cable down and destroy the meter pan and flow into the panel, my view is, service cable is the cheap and dirty way of doing a job. drip looks do little to prevent the cable from wicking water down the cable

I agree that service cable is cheap and dirty way, but improper drip loop allows water down a raceway as well as down a cable.
