Possibly the transformer you are referring to is a liquid filled/ cooled unit in that case the stability of the cooling / insulating oil is of concern, try a web search, and this site.

What is the context? And who is asking for it? Unless this is a civil issue (earthquake?) I'm not familiar with it.

Stability is conducted to check ct connection, relay settings to ensure during through fault / out of zone fault diffrential relay should not sense current and trip the breaker.
this is done by shorting LV side of trafo and appling reduced voltage by calculating fault current depend on trafo %impedence and confirms relay is not getting diffrential current in through fault, so ct connection relay setting ( in case numerical relays) is confirmed
