Is there a code reference to the minimum allowable distance that a cable tray must be installed when placing the new tray system on top of another existing tray system?

It?s indirect. Section 110.3 (B) would ultimately lead you to NEMA VE 2 through 392.1 FPN. But there is a caution here; most cable trays are UL ?classified? rather than ?listed,? so technically there may be no direct enforceability.

In addition, NEMA VE 2 gives very little direct guidance on tray spacing. It deals more with support and structural integrity. It does give significant guidance for installing cable, so spacing and clearances may be inferred by those requirements. Also, since some conductors are permitted to be spliced in trays and the splices must be accessible [a defined term], there may be inferences of clearance made.
