Stacking electrical equipment vs NEC 2011 110.26.E Dedicated Equipment Space

Hello All,
Due to limited electrical room space, we plan to replace an existing MCC with a new panel with (2) standalone starters under the panel. We also so plan to stack (3) 30A 480V disconnects vertically.
NEC 2011 Section 110.26.E doesn't mention the dedicated space requirements for disconnects and starters. It only mentions about switchboards, panelboards and MCCs which they are likely to have new conduit addition in the future, hence the 6'6" rule.

Dedicated space (as opposed to working space) does not put any restrictions on the presence of other electrical equipment within the space.
Dedicated space is over the equipment, working space is in front of it.
