Correct, this requirement is for emergency lighting, See 700.16.

I imagine that feeding each landing light from a different circuit
would insure one works if the other was fire damaged.

You would have to wire the 3-way to a control circuit
(the way we design motor control circuits).
The control circuit would have to control the landing lights.
Then feed the landing lights, each from a different circuit.
I would design the circuit such that
if one of the light circuits goes 'dead' then the other would 'turn on' automatically.

This is too imaginative and going too far!

This discussion seems to be about a method of resolving "Personal Safety" issues,
and not about resolving "Electrical Safety" issues.
