Standby feeder to fire pump

Do the requirements of 695.6(B) pertain to feeders from an optional standby generator? The feeder is located in another room from the controller/transfer switch.I read it as requiring.Reading 2007 nfpa20, all circuits require protection.The EE for the project stated that it can be in EMT through the building.Any thoughts.

RHH type conductors installed in EMT is rated for the 1 hour... I would contact the building department to make sure there is no local amendment to that though.
