WE ARE DOING A DESIGN IN NEW YORK CITY AND wondering if we can use wiremold steel surface raceway.

Yes, surface metal raceways are permitted to be installed according to Article 386 of the 2002 NEC. There are no amendments to this article under NYC Local Law #81 which supplements the 2002 NEC.
