Firstly, we will assume (I will anyway) that you are coming from a 400/320 Meter Enclosure to (2) separate 200A panels. This would not be a parallel application in its nature. But it does lead to other questions. Since you are new to the forum (I am new myself:roll:) make sure the questions that you ask have as much detail as possible because it makes a difference in the responses.

If your meter enclosure has double lugs then you can come out with a separate 4/0 AL and keep the calculated loads under the respective value given in 310.15(B)(16) or 3/0 CU if you choose.....and keep in mind any adjustments or corrections that may apply along the way.

Based on the brief description I would say ignore 310.15(B)(7)(1) as it does not seem to apply in your example. Can't also tell because you did not express if it was a 120/240V application or otherwise....again the devil is in the detail.
