A.Stray voltage. What should do contractor ? Please, no give NEC #'s only.
Practice.

1.Graunding and bonding metal lamppost.
2.Isolation transformer. If not help.Why?
3.Graunding bracket with luminaire on woodpole.Yes or no.If yes. Why?

B.Fuse: for street light luminaire and group luminaires.

C.Wire.Size for for street light luminaire and group luminaires.

D.Drop voltage from control cabinet to luminaire.

What do you mean stray voltage? From where?
Follow the code.
Pole type is whatever you would like.
Luminare poles must be bonding to an effective ground fault path - size per 250.122
Isolation transformer won't solve an energized pole hazard.
Fuses are optional, recommended.
Code has no maximum voltage drop only a FPN.
Try googling for street light specs, look for some boilerplate.
Never belive that a ground rod will solve stray voltage or clear a fault.
