Strobe requirements

Besides adding strobes for areas that have an ambient of over 105db, where else are they required? Anywhere that a deaf person could regularly be?

Basically everywhere that is a public or common use area such as bathrooms, conference rooms, break rooms, hallways, and common areas. An area with cubicles would need them, but an office for just one person might not unless it is designated for a hearing impaired person. Some AHJ's consider an office with a meeting table or second chair as a conference room and will require a strobe.

Strobes (if you are referring to fire alarms) are pretty much required everywhere:
