I suppose i am refering to drilling & notching wall or ceiling studs ( members ). Where in the NEC is it ? or is it an OSHA item ?or maybe a General Construction item ?

R502.8 Drilling and notching.

Structural floor members shall not be cut, bored or notched in excess of the limitations specified in this section. See Figure R502.8.

Note that these are for 'normal' lumber.

Only thing NEC mentions is protection of wiring methods to be installed in the holes or notches. How structural integrity is effected is a building or other code issue and not an NEC issue.
