Stub- Up With Window in The Way

If you had to provide tele/data stub-up but there was a window in the vertical location what would you do? Would you have to come up from floor below and to nearest column? Could you run conduit( and it has to be EMT) horizontal in the wall a bit then stub up when you clear window? Thanks.

Actually just caught this detail 5 where it says accessible panel with camlocks, locate new power and tele/data but that location seems to be on the other wall to the right of the outlets? :?

How are the rest of the tele/data jacks done; from above or below? I'm thinking about getting to the data closet for that floor.

I would run under the window and up vs the time to drill 2 penetrations run and support the extra pipe as well as fire sealing the penetrations. Logistically it more cost effective to not penetrate the floor. Even if a little dry wall repair is added.
