When refering to a code article number do you say 230 dot 7, 230 point 7 or 230 period 7 ?

Fair is fair. We should give equal consideration to "decimal."

You also left out a silent pause. This one is for real! Most of the time, when referring to the most commonly used table of ampacities, I just say ?310 16.?
