I think all feeders and sub feeds for panels need bonding bushings, but what if i use a chase nipple to connect the two panels or panel to gutter, I suppose you could still get the bonding bushings on one side but if they are connected using a rigid coupling as a raceway then what? I'm also not sure rigid couplings are listed as raceways or if it would be a legit install but theoretically a close nipple could be cut to fit inside the coupling

Perhaps a better question is why does the NEC require special bonding on service conductors?
Hint: They are called "unfused service entrance conductors" by the trade
Knowing the why leads you to the how.

It's just what I've always done, I never actually read in detail the specifics of the code but it makes sense since you put it that way,, and I'm not calling the shots on this job, I'm just here helping out and noticed two panels side by side with the chase nipples and couplings for the parallel feed to the sub panel and wondered about the specifics of a code legal way for that install to work

Chase nipples and rigid coupling are not code compliant. You should be using a rigid nipple or other raceway. This is NG:
