Please clear this up for me.

I got an inspector who is saying on a sub panel (with 15 breakers) feed from main panel in the same builing needs a main breaker. It has a breaker in the main panel for ocp to the sub.

The 6 throws or less would not apply unless the building with the sub is detached.

Who's correct?

What section in the code book addresses sub panels main breakers?

as stated, you are correct (assuming the panel buss is rated no less than the feeder) 408.36

Just ask HIM to give you Code reverance for the violation.
 
If the panel is fed through a transformer, then you would need a main breaker. Other than that, I'd say no.
