I have an electrical inspector requiring me to bond my sub panel to the water piping system. Is this because there is usually no water piping in the one of many electrical rooms in the facility and the NEC requires the separately derived system be bonded to the steel and water?

If this is in the same building then the EGC run with the feeder to the sub-panel is all that's required.

IMO bonding the water pipe does not create an additional hazard.
