Sub panel feeder

When a meter on a house is changed what has to be Upgrades. The feeder going to the sub panel does not have a ground. Would that need to be upgraded? I know ground rod, ufer, cold water, and gas has to be installed. let me know what you think.

Yes if the service disconect is at the meter.
