sub panel for pool

If you install a new sub panel for a pool an it is feed of the main panel located in the basement of a home to take care of all the eqiptment associated with the pool does the grounding conductor have to be insulated ?some inspectors require this saying the grounding conductor must be insulated in a new instaluation all the way back to the main panel.If this is the case that would elimate the use of romex or sers 4 wire feedercable to feed the sup panel,since the sheath of both cables are not reconized as a insulating means for the grounding conducator. this does not make any sense sense the panles are located in the basement.please reply ,one inspector cited the soares book on grounding as his reference .
 
680.25 Equipment grounding conductor WITH feeders to go to the "Service Equipment" (main breaker.) Last sentance..."this conductor shall be insulated"

Can you explain why the location of the panels causes this to not make sense to you?

(I'm not being a smart aleck, I'm just not connecting the dots between the two thoughts.)
 
why wouldn't romex be sufficient from the service equipment to the pool panel board. what is the reason for this code
 
I have been told the reason is strickley for the bonding of the light. In pipe for protection and insulated from any stray voltages. Srtaight back to the "Service equipment" insures a good fault path with only one connection. In pipe stops any unwanted connections by some DIY or lazy electrician from connections to any other circuits. That is the only reason I was told. Again, smarter people than me have figured this stuff out so who am I to question.

That's a good policy to operate with. When I am explaining some things in the 'real world', sometimes that's the only answer I have. :cool:

MPD, that caught my eye, too. I imagine (hope) it was less of a citation than an example. :)
