when installing a sub panel beside a 200 amp residential main panel that is full. you have to remove two breakers from the main and relocate them to the sub panel to make room for the sub breaker in the main panel. do the neutrals of the two relocated circuits need to be disconnected from the terminal in the main and relocated in the sub along with the two hot wires. could someone give me a code reference for this?

In general, YES...

300.3(B) Conductors of the Same Circuit.
All conductors of the same circuit and, where used, the grounded conductor and all equipment grounding conductors and bonding conductors shall be contained within the same raceway, auxiliary gutter, cable tray, cablebus assembly, trench, cable, or cord, unless otherwise permitted in accordance with 300.3(B)(1) through (4).
..but give 300.3(B)(1) through (4) a heavy eyeball for your particular application.

Not if the same conduit/nipple contains the feeder conductors and the relocated ungrounded conductors.
 
i went ahead and relocated the neutrals in the sub panel when i did the job..but as i was tracking the neutrals down to splice them..i was wondering if this was really necessary.
