Subpanel obstruction by pull-down attic stairs

Trying to find a place to install a new subpanel. So far, the ideal place seems to be in a hallway, except for one complication: There is a set of pull-down attic stairs for access to an unfinished attic space in the ceiling of that hallway that when opened and extended would block access to the subpanel. Is this not allowed?
