225.36 Suitable for Service Equipment.
The disconnecting means specified in 225.31 shall be suitable for use as service equipment.
Exception: For garages and outbuildings on residential property, a snap switch or a set of 3-way or 4-way snap switches shall be permitted as the disconnecting means.

Be careful thinking you can install a 30- space panel with only six throws of the hand and call that a service disconnects. These panels are only rated as suitable for service disconnects with a main installed. Read the installation instructions

I should clarify what I was asking earlier. It was not what the code says but why 225.33 was put in by the committee,originally. What safety issues are there with six throws versus seven and the garage being only a few feet away and the requirment of disconnect (if there are six throws) and the possibility of a sub-panel being in the same house 150 feet (or more away) and no disconnect.
