Subpanel sizing

I understand load calcs, but what about the situation when the customer just wants to add an "empty" sub because there is no more room in the main panel?
I'd imagine it would be OK to put a 125A main lug panel and feed it from a 60A or 100A breaker in the main, but what are other considerations/limits when there are no loads to be calculated?
 
If there are no loads to calculate then you can do just about whatever you want. A 60 or 100 amp feeder to a 125 amp MLO panel sounds good.
 
I agree with Rob... If the home owner knows what they may be adding then that may help. Make sure they realize they cannot add anything just because there is space.
