We recently installed a ground grid for a new 34.5kV substation which was on a piece of ground that once was an old mine in New Jersey (filled in with sand). We drove sectional ground rods down 50' at multiple locations and still barely got below 5 ohms. My design called for 1 or less. Installed a CCE, problem solved.If you have only a CCE, you're done. It's not going anywhere.
