Suge Suppressor feeding Surge Suppressor

A proposed single line drawing shows a 200 amp/3phase/208v panel with intergral surge suppression feeding a 100 amp/3phase panel. The sub-panel also has a surge suppressor breaker that is currently not wired in. Would there be any issues with this set up. It seems redundant....however i was just curiuous if there was any possible issues with the proposed setup.

1. The surge suppressor breaker is just a surge suppressor contained in a given reader housing and requiring only a neutral connection to operate.
2. There should not be any problems associated with having multiple surge suppress ressors, although you may not get as much protection as you would if you planned the combination.

We have surge suppressors coming off of the service disconnect then another off of the main dist. panel in our communication buildings with no problems.
