Keep track of any time you are:
Thinking about it​
Talking about it​
Writing about it​
Even doing the billing​
Include transportation time and mileage​
Copy machine use​
If you are getting a haircut and you are doing any planning while sitting in the chair, that is billable time.​
If you are having a beer with the foreman and discussing the job, that is billable time. Although I likely would not bill the alcohol.​
However, having lunch with the owner's rep is billable time and if you pay for lunch, that is a billable expense, including the alcohol.​

Keep track right down to .1 hours resolution
Even doing all that, you will likely be short.

Whoops - maybe you meant estimate hours for a job bid.
In that case - I don't know. I'm a field dog.

Probably not the best way, but I calculate it this way .....

Say it’s a 12 week job. Based on the complexity, me or someone else may need to stop in at least once a week to put eyes on it. So I’d figure 12 days of PM labor on that job, plus travel.

I cover office staff labor in total overhead expenses.

As others have mentioned, if this is about estimating be sure to consider the complexity AND the length of time the project will go on. PM/supervision hours usually needs to be higher for a project with a long schedule when compared against a similar/identical project with a shorter schedule.
