supplemental ground rod?

Does NEC 820.100 (D) "Bonding of Electrodes" allow coax to be grounded w/a supplemental ground rod within 20' of its point of entrance, AT THE OPPOSITE SIDE OF A STRUCTURE, than the power meter and accompanying grounding electrode system. On the condition that a 6AWG copper bonding jumper be bonded to both the supplemental ground rod and the grounding electrode system? I envision this scenario being used to access existing structures, as opposed to new construction.
