Can you use conduit that expands the entire length unbroken length of the joist as support for fixture if it serves no other purpose
 
Are you asking about using a conduit as only support for the fixture without it being used as a wiring method with no wire in it?
 
Yes you can use a piece of empty conduit as a support for a fixture. In fact you can use just about anything, wood, angle iron, strut, EMT, RMC, etc. as long as it's acceptable to the AHJ. For light weight fixtures we've used spans of 3/4" EMT and the fixtures hung with chain.
