We are wiring a parking garage. The boxes for the wiring and to support the fixtures are embedded into the concrete pours. The fixtures have 3/4-inch threaded hubs at the top. The fixtures weigh no more than 25 pounds. We installed a 4-inch x 3/4-inch GRC nipple into the fixture hubs. At the other end we put the GRC nipple through a flat round box cover with a lock nut on each side of the cover and a plastic bushing at the end of the nipple.  
 
The electrical inspector rejected the installation saying that the nipple needs to go into a threaded hub. He cited 1999 NEC code section 370.23f. Does anyone have any opinion or information to help me out?
