I’ve seen it different ways but if you have a fixture likethis SURFACE(exposed with EMT) mounted and there are many of them say a fewfeet apart how do you know if they are going to be directly piped into or therewill be a box a whip? Thanks

Is it specified how they want it done? That would be the first question.
What kind of environment will they be in?

I don't believe I have ever seen troffers directly wired (IN AND OUT) with conduit

That's not really a troffer, it's a surface mount. Troffers in my mind drop in a ceiling grid. I've done rows of surface wraparounds connected with EMT. As long as the conductors that are run through serve only those fixtures it's OK. You can run other circuits through only if the fixture is listed as a wireway.

I have seen conduit run along side a row of fixtures with a 1900 box at each fixture with a 90 out of the end of the fixture into the box. I believe that was because of multiple circuits.

Sorry I wrote without looking-- those are outdoor fixtures and the only way I have seen them is as feed thru
